1.0 PURPOSE
This purpose of this work method statement is to establish a procedure for the hydrostatic test of all tanks as guideline for the Subcontractor, EPC contractor and Company representative. This document will serve as guide for the Construction management, HSE, Quality and field personal for the planning, control, installation and inspection in completing the work in accordance to project requirements
2.0 SCOPE
This method statement provides the instruction for hydrostatic test of all Tank on the Karbala Refinery Project.
3.0 DEFINITIONS
The following definitions shall be applied throughout the this work method statement; Owner is defined as State Company for oil project (SCOP)

5.0 WORKS Unless otherwise agreed between the Contractor and Manufacturer, the Manufacturer shall be responsible for those defined in the clause 7.3.6.2 of API 650. Unless otherwise agreed between the Contractor and Manufacturer, the Contractor shall be responsible for those defined in the clause 7.3.6.3 of API 650. 5.1 PRELIMINARY WORKS Prior to the hydrostatic testing, it shall be confirmed that all specified nondestructive examinations of welds and all inspection have been completed according to applicable standards and shall be conducted before permanent external piping is connected to the tank. The inside of tank shall be cleaned out with broom. Before the tank is filled with test water, the reference points for settlement measurement shall be marked on the tank shell or on the ring wall and initial level reading shall be taken and recorded. A clear tube will be installed on the tank with one end connected to one of the lowest openings and the other run up to the top of the shell along the stairway to monitor water level during the test. Be sure that at least one roof manhole shall be kept open while filling or empting a fixed roof tank for test purpose to prevent damages to tank caused by expressive pressure or vacuum.

5.2 TEST MEDIUM Water shall be substantially clean and clear and no objectionable odor In addition, the quality of test water shall be supplied in accordance with the related codes and specifications. For carbon and low alloy steel tanks, the tank metal temperature shall not be colder than the design metal temperature per Figure 4-1 of API 650 as long as the water is prevented from freezing. In exceptional circumstances when test water temperature falls below this value, then filling shall not proceed without approval of the Company. The temperature of water used for testing shall be at least 7°C. After completion of hydrostatic test, any standing water, silt or dirt left in the tank shall be cleaned out by proper methods and totally dried, and this one is apply to all tanks. 5.3 TESTING OF FIXED ROOF TANK After the entire tank is completed but before any permanent external piping is connected to the tank, the tank shall be tested by the following methods; The shell of fixed roof tanks shall be tested after completion of the roof. Maximum filling rate to consider a settlement of the tank shall be as per drawing. The tank may be half-filled with test water as quickly as practicable, having regard to size, the pumping facilities and water supply available. Further water filling shall not proceed until levels have been taken and checked against the readings when empty to ensure that no uneven settlement is occurring, in which case water filling can be proceed until the tank is three-quarters full, and level readings shall be taken again. Provided the tank remains level with only slight settlement due to load, filling can proceed until the tank is fully filled with test water to the maximum design liquid level given in Table 2 of this work method statement. After the tank is filled with water, the shell and the anchorage shall be visually inspected for tightness. The tank shall be inspected frequently during the filling operation, and any welded joints above the test water level shall be examined for leakage.

Ref. FEED DOC. No. : N/A The full water load shall be held for 24 hours with no leaks. A level reading shall be taken after holding time, respectively to check the stability of the foundation prior to dewatering. During holding of test water, all welds below the water filling level including the corner weld between the shell and the bottom shall be visually checked, especially those which are close to the welded seams of shell side. Before test water is drained out, the roof manhole covers shall be opened to prevent damages to tank caused by vacuum. If no leakage was found on all welds and connections, the hydrostatic test is accepted. 5.4 TESTING OF FIXED ROOF - Roof of a tank designed to be gas-tight Upon completion, the roof of a tank designed to be gas-tight (except for roofs designed under F.4.4 and E.7.5 of API Std. 650) shall be tested by one of the following methods; a.
Applying internal air pressure not exceeding the weight of the roof plates and applying to the weld joints a bubble (soap) solution or other material suitable for the detection of leaks.
b.
Vacuum testing weld joints in accordance with 8.6 of API Std. 650 to detect any leaks.
When the entire tank governed by Appendix F of API standard 650 is completed, it shall be tested as per standard and code. - Roof of a tank not designed to be gas-tight Upon completion, the roof of a tank not designed to be gas-tight, such as a tank with peripheral circulation vents or a tank with free or open vents, shall receive only visual examination of its weld joints, unless otherwise specified by the Company. 5.5 TESTING OF EXTERNAL FLOATING ROOF TANK After the entire tank is completed but before any permanent external piping is connected to the tank, the tank shall be tested by the following methods. For the shell testing of a floating roof tank, the weather seal shall not be installed. The test level shall be to a height such the secondary seal is just retained within the shell. Maximum filling rate to consider a settlement of the tank shall be as per drawing.

The tank shall be inspected frequently during the filling operation, and any welded joints above the test water level shall be examined for leakage. During water filling, the difference in space between the shell and the periphery of the deck shall be recorded. During the hydro-test, the roof drain valves shall be kept open and observed for leakage of the tank contents into the drain lines. The hydrostatic test water load as defined on the drawing shall be held for 24 hours with no leaks. A level reading shall be taken after holding time, respectively to check the stability of the foundation prior to dewatering. During holding of test water, all welds below the water filling level including the corner weld between the shell and the bottom shall be visually checked especially those which are close to the welded seams of shell side. If no leakage was found on all welds and connections, the hydrostatic test is accepted. Single-deck pontoon-type and double-deck-type floating roofs shall be tested by the following methods. The hydrostatic test of floating roof tanks shall include examinations for water leaks inside pontoon and double deck compartments and through the single deck. The examination for roof leaks may be conducted at any convenient flotation level but not when it is wet or raining. The maximum and minimum annular space between the shell plate and the roof rim plate prior to initial flotation and at the maximum test fill height shall be measured and recorded.

Ref. FEED DOC. No. : N/A The floating roof shall be given a flotation test while the tank is being filled with water and emptied. During this test, the upper side of the lower deck shall be examined for leaks visually. The appearance of a damp spot on the upper side of the lower deck shall be considered evidence of leakage. During filling and emptying of the tank, the roof shall be monitored for even flotation. A half-full and full, the shell shall be checked for circularity and measurements recorded. The upper side of the upper decks of pontoon and double deck roofs shall be visually inspected for pinholes and defective welding. Roof drain system shall have been pre-tested to 350kPa (50 psi) gauge prior to filling the tank. During the floating test, the roof drain valve shall be kept open and observed for leakage of the contents into the drain lines. 5.6 TESTING OF INTERNAL FLOATING ROOF If internal floating roof is required to the tank, the requirements for testing shall be in accordance with Appendix H-internal Floating Roofs of API Std. 650. For aluminum or stainless steel floating roofs, the quality of test water shall be in accordance with S.4.10 of API Std. 650. 5.7 SETTLEMENT MEASUREMENT The tank settlement shall be measured in accordance with the following: The maximum filling rates shall be as follows. Filling may continue while elevation measurements are being made as long as the change in water elevation for a set of readings does not exceed 300 mm. Shell elevation measurements shall be made at equally-spaced intervals around the tank circumference not exceeding 10 m. The minimum number of shell measurement points shall be eight.

Observed elevation shall be referred to a permanent benchmark. The level instrument shall be set up at least 1½ times tank diameter away from the tank when tank elevation readings are taken. Six set of settlement readings are required. 1) 2) 3) 4) 5) 6)

Any differential settlement greater than 13mm per 10m of circumference or a uniform settlement over 50mm shall be reported to the Company for evaluation. Filling of the tank shall be stopped until cleared by the Company.
