INTRODUCTION

This specification prescribes requirements for Welding and Inspection of Piping fabrication for the Ma’aden Aluminum Project located in the Kingdom of Saudi Arabia. All works and supplied equipment shall be in accordance with the requirements detailed in this Technical Specification, and in accordance with the reference Documents listed in Section 10 of this Specification.

3.

CODES, STANDARDS & LOCAL REGULATIONS

3.1.

General Equipment supplied shall conform to the latest revision, addenda and supplements of all relevant approved National Standards, Government Acts, and the Rules and Regulations of the Statutory Authority having jurisdiction in the Kingdom of Saudi Arabia. Equipment manufactured to American, British, ISO, Australian or IEC Standards may be acceptable provided that these Standards can be demonstrated to meet or exceed the requirements of the relevant National Standards. Equipment supplied shall also conform to the EMPLOYER’S Safety requirements, and relevant requirements of the PROJECT’S Standard Technical Specifications. Precedence of Technical Standards shall be as follows: i.)

The relevant National Standards shall have primacy over all others,

ii.)

Customer Standard Technical Specifications,

iii.)

ANSI/ASME Standards for pressure vessels, piping, valves and fittings,

iv.)

API Standards,

v.)

ISO / ASTM Standards for quality and inspection,

vi.)

Hydraulic Institute Standards, and

vii.)

American Gear Manufacturers Association Standards.

The Contractor shall advise of any non-conformances to relevant requirements of the applicable codes and standards, and shall give the Employer’s Representative written notification specifying the reason for the non-conformance, and requesting direction/approval. Design not covered by design codes and this Technical Specification is left to the discretion of a designer reasonably familiar with the plant process to use such information and judgement as will ensure fitness for purpose. 3.2.

Government Acts The work shall comply with the requirements of all applicable Acts, including but not limited to, the following: i.)

Relevant National Safety, Health and Welfare (General Application) Regulations,

ii.)

Relevant National Rules for Electrical Installations, and

iii.)

Other Relevant National Acts.

REQUIREMENTS OF REGULATORY AGENCIES Welding operations shall be conducted under the quality control system applicable for ASME current certificates of authorization held by the Contractor.

b)

WPSs, PQRs, and Welder's Performance Qualifications shall conform to the requirements of the applicable ASME Code(s) and to the requirements of the local municipality as applicable.

c)

Compliance with this specification and authorization of WPSs, PQRs, and other required documentation shall in no way relieve the Supplier of the responsibility of providing welds which are sound and suited to the services for which they are intended.

d)

The control and handling of welding materials in fabrication shall be an integral part of the Supplier's Quality Plan and Inspection & Test Plan (ITP).

WELDING

General design and fabrication requirements shall be in accordance with ASME B31.3. 5.1.

Acceptable Welding Processes 5.1.1.

SMAW – Shielded Metal Arc Welding For carbon and low alloy steel, only low hydrogen electrodes shall be used, except E6010 may be used for root passes of single sided welds without backing in carbon steel piping. Electrical characteristics shall be direct current-reverse polarity. No other coated electrodes may be used for root passes in single sided welds without backing. Note: Purge gas is not "backing".

5.1.2.

GTAW – Gas Tungsten Arc Welding Argon purge required, for single sided welds without backing, for all materials except carbon and low alloy steels of nominal 3% alloy or less. ER70S-6 is not permitted. GTAW without addition of filler metal (autogenous) is not allowed.

5.1.3.

FCAW – Flux Core Arc Welding External shielding gas required except for structural steel. Shielding gas shall be per AWS classification. E70T-4 is not permitted. Metal Core welding processes are not permitted.

5.1.4.

SAW – Submerged Arc Welding Only natural fluxes shall be employed. Active fluxes prohibited, flux from re-crushed slag is prohibited. Wire Flux combinations designed for as welded condition shall not be used for welds in PWHT condition and vice versa. Wire Flux combinations shall be clearly recorded on both WPS and PQRs. Change in Flux and/or Wire AWS Class requires requalification.

5.1.5.

GMAW – Gas Metal Arc Welding Short arc transfer limited to uphill progression (except root pass), 150# max flange rating, and 1/2" max material thickness.

a) All manual, machine, and semi-automatic vertical welding shall be uphill. b) Filler materials without specified chemistries shall not be used. For example: ER70S-G.

Welding Procedure Qualification a) All Weld Procedures Specifications must be qualified to ASME Section IX and any additional requirements of B31.3. b) All Weld Procedure specifications with Procedure Qualification Records must be submitted to Employer for approval prior to the start of work. c) Welding Procedures for notch toughness applications shall be prepared separately from nonnotch toughness welding procedures.

5.3.

Welder Qualifications a) Welders to be employed in the fabrication / erection of piping systems covered by this specification shall be qualified by tests in accordance with the requirements of ASME BPV Code, Section IX. b) Welder qualification tests shall be conducted by the Fabricator involved in the Contract or PO referencing this specification. The transfer of performance qualification tests between Contractors is not permitted.

5.4.

Storage and Handling The Contractors' procedures for welding consumable storage and handling shall conform to the following guidelines as a minimum: 5.4.1.

SMAW Electrodes a) Low Hydrogen, Stainless Steel, Nickel Alloy Electrodes shall always be stored in one of the following: b) Unopened and undamaged factory sealed container. c) Separate electrode storage ovens at 121-177 degrees C d) Portable Rod Caddies at 66 degrees C min. may be used for up to ten (10) hours. e) E6010 shall be stored in a warm, dry container at 52 degrees C. or less. f)

5.4.2.

Electrodes shall be properly identified at all times.

SAW Electrodes and Fluxes a) Submerged arc wire shall be stored with Supplier's wrapper intact. Coils that have been partly used shall be protected and identified before being returned to storage. Contaminated or unidentified wire shall not be used. b) Flux used for SAW shall be dry and free from contamination. Flux shall be stored in factory packaging until time of use. Flux from damaged packages shall be dried at 149 degrees C. for one (1) hour before use.

Welded Joint Preparation a) Weld joint preparation may be made by machining, grinding or thermal cutting. b) When thermal cutting or bevelling is permitted, the cut surfaces shall be ground to remove a minimum of 0.8 mm of the heat affected (distressed) metal. c) Double-welded butt joints are preferred and shall be used wherever feasible; pressure boundary or attachments to the pressure boundary shall be a full penetration weld for 600# pressure rating service and greater, unless noted otherwise on project drawings..

5.6.

Surface Preparation a) Surfaces to be welded shall be clean and free from galvanizing, paint, oil, dirt, scale, oxides, and other foreign material detrimental to welding for at least 25 mm from joint preparation. b) Flux, weld spatter, and slag shall be removed from weld beads by chipping, grinding, or both, and wire brushing before starting to deposit a succeeding pass.

5.7.

Pickling & Passivation of Welds and Heat Affected Zones on Stainless Steel a) All welds and heat affected zones on Stainless Steel shall be cleaned by pickling and surface integrity restored by passivation. b) The contractor shall submit to the Employer a pickling and passivation procedure prior to commencing of any works.

5.8.

Joint Backup Requirements a) Permanent backup rings are not permitted without specific written authorization from Employer. b) Pressure retaining components, except those fabricated from carbon or low alloy steel of 3% Cr or less shall be made with a root-back purge. Double-welded butt joints, joints with backing rings, and fillet welds are exempt from purge gas requirements. Purge gas shall follow the requirements listed below as a minimum: i.

Welding grade argon inert gas shall be used as the root purging gas. The use of nitrogen for a purge gas is permitted only for Austenitic Stainless Steel.

ii. While GTAW is to be used for a minimum of 2 weld layers, root shielding shall be continued until the root and such additional passes as may be required to bring the deposited weld metal thickness up to 5 mm (minimum) have been deposited. iii. The materials used for pipe purging dams and the methods employed in their placement, use, and subsequent removal shall be as required to ensure that no damage results to the piping or related components.

iv. The purge gas shall be verified to contain less than 2 percent oxygen (measured by an oxygen analyzer), or flow for a sufficient amount of time to allow at least 6 purge volume changes, prior to the initiation of welding. 5.9.

Workmanship a) The weld preparations shall be aligned as accurately as is practical, and alignment shall be preserved during welding. In all cases, weld joint alignment shall be sufficient to produce welds meeting the requirements of this specification. b) Surfaces and edges to be welded shall be smooth, uniform, and free from fins, tears, cracks, or other defects which would adversely affect the quality or strength of the weld. c) Tack welds shall be preheated as required for the final weld. d) Tack welds that are to be incorporated into the final weld shall have a profile which can be welded over without adversely affecting the weld quality. e) Tack welds which are not incorporated into the weld shall be removed completely after their need has been fulfilled. f)

Tack welds shall be made by qualified welders, using a qualified procedure comparable to those used for the component weld. The qualification procedure shall be submitted to the Employer for approval prior to the start of work.

g) Temporary attachments such as hold-down fixtures or alignment bars shall be removed; the surface under such welds shall be properly conditioned to eliminate surface stress risers. The attachment material shall be of the same chemical composition as the base material. h) Arc strikes made in areas not to be covered by the finished weld shall be ground and visually inspected to ensure that the pipe surface is restored to its original condition. i)

Weld slag, scale, cracked welds, surface porosity, or gross irregularities shall be removed before welding resumes. Weld craters shall be completely filled before depositing subsequent weld beads.

j)

The use of pneumatic cleaning tools is acceptable and is not considered as peening.

k) Grinding wheels, rotary burrs, and austenitic stainless steel wire brushes, used on austenitic stainless steel or other high nickel and nonferrous alloys, shall not have been used previously on ferrous materials. Metal removal and abrasive tools used on galvanized material shall be segregated from other materials. l)

As welded surfaces are permitted, however, the surfaces of welds shall be sufficiently free from coarse ripples, grooves, overlaps, abrupt ridges, and valleys to allow the proper interpretation of radiographic and other NDE when NDE are required. When an as-welded surface interferes with an examination, the surface shall be ground to permit the proper interpretation of the examination.

m) Weld metal shall be deposited for the full thickness of the joint preparation regardless of minimum wall thickness. Under-fill shall not be permitted.

Weld Repairs All repairs shall be reported to the buyer and approval obtained prior to commencement of repairs. Welds that do not comply with the specified acceptance criteria shall be repaired and reexamined in accordance with the following. a) The defect area shall be excavated and examined to ensure complete removal of defects. The repaired areas shall be re-examined using the same inspection procedures by which the defect was originally detected. b) Repairs to correct weld defects shall be made using the same procedure used for the original weld or other previously approved weld procedures. Inspection of repaired welds shall be performed using the same NDE method(s) which detected the initial indication. c) Requirements of ASME B31.3 shall be met for retesting requirements when a defect has been detected and a weld repair completed.

THERMAL TREATMENT

6.1.

The minimum preheating temperatures for welding, thermal cutting, and tack welding including bridge tacks shall be as specified by the Piping Welding Data Sheet in Section 8, or the appropriate code section, whichever is greater. Wherever preheats are listed in the Codes as recommend, these shall be used as minimums. 6.2.

Post Weld Heat Treatment (PWHT) Requirements a) Post Weld Heat Treatment shall be as specified in ASME B31.3. for general services and NACE SP0403 for lines subject to Caustic Stress Corrosion Cracking as nominated by the line list and piping specification . b) Components that are to have localized heat treatment shall have procedures approved by Employer prior to use. Procedures must include evidence by calculations that thermal stresses will not be introduced into the piping from localized heat. Oxy-fuel post weld heat treatment is prohibited. Thermocouples and charts are required.

7.

INSPECTION AND TESTS

7.1.

NDE (Non-Destructive Examination) Requirements

The extent of non-destructive examination requirements for each piping line class is specified on the Piping Welding Data Sheet located in Section 8. a) NDE procedures, personnel qualifications and certifications and acceptance criteria shall be in accordance with the applicable Code. b) NDE procedures and personnel certifications shall be submitted to Employer for approval prior to the start of work. c) Additional requirements for radiographic examination shall be as follows: i.

Type 1 film (fine grain) shall be used unless approved by Employer.

ii. Lead screens shall be used. iii. Approval from Employer is required for use of penetrameters other than those specified in the applicable Code. iv. Whenever 5 percent volumetric examination is specified, the following rule shall be applied: At least 5 percent of the number of welds within the specified material group or line class shall be 100 percent radiographed (or UT if Code permitted) around their total circumference. Each welder shall have the first 2 welds radiographed (or UT if Code permitted). d) Refer to ASME B31.3 for retesting requirements when a defect has been detected. 7.2.

Mechanical Testing of Welding Mechanical tests shall be conducted as required by ASME B31.3 and this specification. Employer shall have the option to witness the mechanical testing as specified. 7.2.1.

Charpy Impact Testing Procedure qualifications for low temperature service shall include Charpy V-Notch impact tests in accordance with ASME B31.3 of the weld metal and of the HAZ (heat affected zone) at the minimum metal design temperature. A change in the electrode or wire classification from that qualified in the PQR (Procedure Qualification Record) shall require requalification.

Brinell Hardness Testing The extent of production hardness testing for each piping line class is specified in the Piping Welding Data Sheet in Section 8.

7.2.3.

Ferrite Testing The extent of production ferrite testing for each piping line class is specified in the Piping welding Data Sheet in Section 8. Ferrite shall fall within the following range: 3-10FN except 347 weld metal shall be 5-10FN.
