METHOD STATEMENT FOR THE LIFTING and INSTALLATION OF PRECAST CONCRETE GIRDERS for THE HARAMAIN HIGH SPEED RAILWAY

1. PURPOSE & SCOPE a.
To provide guidelines for the lifting and installation of PRECAST CONCRETE GIRDERS for the Haramain High Speed Railway.
b.
The lifting and installation of the precast concrete girders shall be carried out according to best practices observed on previous successful lifting operation and in compliance with known international safety standards.
c.
This Method Statement is not strict in nature. Modifications, changes and or adjustments can be made as determined by real time site conditions and provided with the approval of all concerned personnel.
2. SAFETY REQUIREMENTS 2.1 General 2.1.1
Obtain approval in all work permits, lift-site closures, inspections and documents necessary from AlRaji Construction and client (if applicable) and other concerned offices/departments before proceeding to any lifting activity.
2.1.2
Conduct pre-lift safety meetings to the lifting crew and all concerned personnel. Procedures and sequence of work, as well as all safety matters shall be discussed to eliminate the occurrence of incidents.
2.1.3
Site shall be made ready to accommodate the lifting and installation operation and the personnel.
2.1.4
Tools and equipments shall be made ready, available and in good operational condition to ensure continuity of work.
2.1.5
Proper protective equipment shall be made available for use by all personnel involved in the activity such as hardhats, safety glasses, hand gloves and others.
2.1.6
Safety officer shall be present at the entire activity. He shall implement Safety Rules, conduct surveillance to help and protect workers against exposure to safety hazards, conduct inspection of equipments and monitor that procedures are according to the approved plan.
2.1.7
First aider and first aid kit shall be available at the site; a standby vehicle designated for the sole purpose of transporting injured personnel shall be stationed at the site through out the operation.
2.1.8
Valid third party inspection and certification of crane shall be conducted. Inspection sticker and certificate shall be made available with the crane. Crane lift shall never be performed on wind speeds exceeding 30km/hour.
2.1.9
Crane operator and Riggers must be duly certified by an approved third party. Rigger shall inspect lifting equipment prior to any lift, crane operator shall conduct a pre-lift inspection of the crane.

4. PROCEDURES / EXECUTION 4.1 Preparatory Works 4.1.1
Project Management to ensure lifting and installation of precast concrete girders is coordinated with Al-Raji Construction and client (if applicable) and other involved departments and personnel.
4.1.2
Area for installation work shall be ready and clear from disturbances. Ground shall be ascertained to be capable of supporting the weight of the crane and load. If necessary ground compaction and/ or shoring of the excavation walls shall be done. Construction team to ensure ground compaction.
4.1.3
Access, passage way, materials, tools and equipments required shall be prepared in advance to ensure continuity of work.
4.1.4
Work permit if any is required for the lifting and installation work must be ready and available at the site.
4.1.5
Direct work supervisor/Construction Manager shall be present on the lift area.
4.2 Lifting and Transfer of Precast Concrete Girders. a.
Crane operation shall be prepared and finalized by the certified Rigger 1 and in close coordination with the Crane Operator and direct work supervisor/Construction Manager.
b.
All materials, equipments and personnel must be ready at the site before lifting operation starts. Crane positioned at the pre-determined location (see drawing), inspected and check- list completed, leveled and barricaded. Wire ropes, shackles, taglines, ladders accounted and inspected, lifting and rigging crew briefed on the procedure and sequence and wearing proper PPEs. Supervisors, engineers and other involved personnel must be present.
c.
Lifting wire ropes shall be rigged on the precast concrete girders on the specified rigging points on a two-leg double bridle hitch. Tag line shall be tied to each end of the girder to guide load while being suspended and shifted to its location.
d.
Direct work supervisor shall ensure that lifting procedure is according to the approved method statement and precast concrete girders are installed according to the plan (See attached Plan and Drawings).
e.
At the direction of the Rigger manning the operation, precast concrete girders will be lifted above ground, no more than 50 cm and will be suspended for at least 2 minutes. Crane operator shall ascertain that load weight is as stated on the plan, crane mechanical condition, hoist brakes and sling capacity is according to plan. Rigging crew and direct work supervisor shall check crane, load and rigging hardware for any manifestation of fault or failure.
f.
If all conditions are fit for lift, crane will swing precast concrete girders to the desired pre-installation location. Load will be kept to as low as possible, in no way will any worker be allowed to work or go under a suspended load. Once the desired location is ascertained, precast concrete girder will be lowered to support pads.
g.
Crane radius shall be kept to as low as stated on the lift plan. In no way shall the crane operate beyond the stated lift radius. Crane shall position, reposition if needed to keep the lift radius within the approved plan.
h.
Crane will continue lift-and-transfer process to complete two girders for installation/ erection.
4.3 Lifting and Installation/ Erection of Precast Concrete Girders. a.
After completion of the transfer, crane will be positioned in the location as stated in the lift plan (see lift plan for INSTALLATION/ ERECTION OF GIRDERS). Ground compaction shall be ensured in the

area by the construction team, load weight and weight of crane must be considered in the ground compaction. b.

At the direction of the Rigger manning the operation, precast concrete girders will be lifted above ground, no more than 50 cm and will be suspended for at least 2 minutes. Crane operator shall ascertain that load weight is as stated on the plan, crane mechanical condition, hoist brakes and sling capacity is according to plan and ground condition is fit for a lift. Rigging crew and direct work supervisor shall check crane, ground, load and rigging hardware for any manifestation of fault or failure.
d.
If all conditions are fit for lift, crane will lift precast concrete girder to the desired height and swing load to installation location. Load will be kept to as low as possible, in no way will any worker be allowed to work or go under a suspended load. Once the desired location is ascertained, precast concrete girder will be lowered to its bearing pads.
e.
Crane shall reposition to lift and install/ erect remaining girder.
A total of 80 precast concrete girders will be lifted, transferred and installed/ erected for the project. Crane lifting operation shall be a continuous activity during the duration of the project. This lift plan shall cover the precast concrete girder lifting operations within the duration of the project. Lifting operation for the precast girders is considered as BLANKET LIFT (Multiple lift), where crane lifts are identical, yet performed on different dates and with minor lifting changes that in no way shall have effect on the lift plan configuration. (see drawings and critical lift plan) Note: Lift plan attached is based on the highest point of pier columns. Radius shall not be altered and shall be kept at equal to or less than nine (9) meters. 4.4 Responsibilities a.

Project Manager •
Shall ensure that all required and qualified personnel are on site, all materials and equipment are available for the lifting operation.

First aid and designated emergency vehicle available on site and ready for use.

Shall ensure that lifting operation is coordinated with Al-Raji Construction and the client (if applicable) and approval is secured from all concerned personnel.
Construction Manager •
Shall ensure that lifting area is fit for the operation; ground compaction, ease of personnel and equipment movement, crane inspected and certified, product ready for lifting operation, and sufficient lighting is provided during night lifts.
•
Shall ensure that a safe access and working platform is provided for the workers to work on the top of the columns. Working platform shall be of scaffolding type anchored to the column and constructed enough to accommodate the expected number of workers.
Direct Work Supervisor •
Shall provide direct instruction on the course of the lifting operation. He shall be responsible for ensuring correct girder arrangement and installation location.

Safety Personnel •
Shall ensure that safety is of top priority. He shall ensure that approved Method Statement and safety procedures are followed and lifting operation is according to plan.

Shall conduct safety pre-lift meetings to discuss precautionary measures, safe work methods, previous lift lessons learned and emergency response procedure.
Riggers/ Crane Operator •
f.
Shall be responsible for the safe conduct of the lifting and shall be responsible for the safety of the personnel involved in the operation.
Shall be responsible for the entire lifting operation and shall have the final decision to proceed or stop the operation.
Employees/ Workers •
Are responsible for their own safety and for the safety of their co-workers. They shall ensure that provided PPEs are properly used, no safety equipment is tampered and they shall follow the safety rules and standards applicable to the operation.

ALL EMPLOYEES HAVE THE RIGHT TO STOP WORK IN THE PRESENCE OF HAZARDS OR UNSAFE CONDITIONS OR UNSAFE WORK PRACTICES. No work shall commence or resume unless all hazards are eliminated or minimized to a level that is reasonably practicable.
