SMS based voting machine is type of machine on which user can dial the specific number from any land line or mobile phone to cast his vote. Once the user is connected to the voting machine he can enter his password & choice of vote.

• Electronic Voting Machines ("EVM") are being used
in Indian General and State Elections to implement electronic voting since 2004 elections. • An EVM consists of two units: • Control Unit • Balloting Unit •
The Control Unit is with the Polling Officer and the Balloting Unit is placed inside the voting compartment. 4
• Cell phone based voting machine is capable of saving considerable printing stationery and transport of large volumes of electoral material. • It is easy to transport, store, and maintain.
• It completely rules out the chance of invalid votes. • The aim of our project is to design & develop a mobile based voting machine.
• In this project user can dial the specific number from any land line or mobile phone to cast his vote. 5
•Once the user is connected to the voting machine he can
enter his password & choice of vote. •User is allotted 15 seconds to enter his password & choice. •Note that time limit is set accordingly.

• The format is”*user password & candidate number”.
• The controller has been programmed in such a way that no user can vote more than once.
• When the message is sent ,GSM modem interface with Max 232 which receives the message and transmits this message to controller.
• Then according to the programme candidates votes are incremented and the final result appears on the lcd. 8

MAX 232 The MAX232 is an integrated circuit that converts signals from an RS-232 serial port to signals suitable for use in TTL compatible digital logic circuits. The MAX232 is a dual driver/receiver and typically converts the RX, TX, CTS and RTS signals. The drivers provide RS-232 voltage level outputs (approx. ± 7.5 V) from a single + 5 V supply via on-chip charge pumps and external capacitors 12

Feasibility: •
This project is very feasible as it reduces the required time for voting.

Provided the base data for scrutiny work on the day after the poll, as per ECI guideline

Preserving data for analysis and future use

Reports are collected directly from the Polling Stations to the State Head quarter through SMS message avoiding any time delay and increasing the accuracy. 14
• The EVM system is a longtime-consuming process and very much prone to errors.
• This situation continued till election scene was completely changed by electronic voting machine.. Cell phone based voting machine is capable of saving considerable printing stationery and transport of large volumes of electoral material. • SMS based voting system can be used in remote areas where manual voting system is difficult to implement. • This system can be used in colleges , society and various 15 other places for elections.
The system can be further modified to enhance its utility.
The enhancements are: • Number of candidates could be increased . •
It can be interfaced with printer to get the hard copy of the result almost instantly from the machine itself.
• It can also be interfaced with the personal computer
and result can be stored in the central server.

• Once the result is on the server it could be relayed on
the network to various offices of the election conducting authority. Thus our project can make results available at any corner of the world in a matter of seconds.

Democracy: All and only the authorised voters can vote,and each eligible voter can vote no more than once. Voters can also choose not to vote. Privacy: All votes remain secret while voting takes place and each individual vote cannot be linked by any individual or authority to the voter who casts it. Accuracy: The voting result accurately reflects voters·choices. In this case, no vote can be altered, duplicated or eliminated without being detected. Fairness: No partial result is available before the final result comes out. 18
