Introduction
1.1
Background
Revision: 3.0 Effective: Nov-14
The Technical Authority (TA) System in PDO ensures that all critical technical decisions and deliverables are reviewed and approved by appropriately qualified and experienced personnel. This will be a key element in the management of PDO’s business risks, and will include Quality Control (QC) and Quality Assurance (QA) of technical deliverables, accountability issues and will clarify who has authorisation to make decisions to address;
Inconsistency in work execution;
Documentation issues;
Design review issues;
Technical Authority will be based on sound engineering discipline control, ensuring competency standards are commensurate with levels of authority. NOTE: In this document the word “Engineer” is used as a generic term to describe Technical Upstream and Downstream Professionals in the Functions/Disciplines as listed in Table-1 in Section 3.6 of this document.
1.2
Purpose This Specification shall provide the ‘standard’ for the allocation, administration and maintenance of the Technical Authority System in PDO. NOTE: Competency requirements will be prepared by each discipline and the standards set by the Corporate Functional Discipline Head (CFDH). Competency Profiles for all disciplines are accessible through Sapphire.

Review and Improvement Responsibility for the upkeep of this Specification shall be with CFDH for Quality, the Owner. Changes to this Document shall only be authorised and approved by the Owner. The CFDHs shall be consulted on changes that affect their disciplines and shall endorse such changes. The DCAF Manager UEQ2 is the Custodian of this Specification. Users of the Document who identify inaccuracy or ambiguity can notify the Custodian or his/her delegate and request changes be initiated. The Requests shall be forwarded to the Custodian using the “User Feedback Page” provided in Appendix 4. The Document Owner and the Document Custodian should ensure review and reverification of this document every 3 years. The reviews should be conducted with the involvement of respective CFDH’s / CDFP’s (Corporate Discipline Focal Point). It is also recommended that the “Discipline Competencies” are reviewed annually by the respective CFDH / CDFP and SPM to ensure that changes in technology and / or company requirements are addressed.

TA0 - TD
Ultimate accountability for the Technical Authority System in PDO
Del TA0 (Functional Directors)
Individuals delegated with the authority by the TA0 to assign accountability to individuals. Accountable to TA0 for control of the Technical Authority System within their Function Responsible for assigning authority level 1 (TA1) within their function, to named individuals. Delegation of authority to individuals to execute the Technical Authority System within their Functions
TA1 - CFDHs
Individuals with the authority to manage the Technical Authority System within their Discipline. TA1 will be Approved by the Functional TA0. TA-1 can also be Principal Technical Experts or Principal Engineers. Responsible for maintaining the TA system within their respective discipline. Set the discipline standard and the boundaries wherein the discipline operates and have the authority to approve deviations from their respective set standards. Responsible for co-ordinating the annual review of the TA system. Responsible for defining the competence levels for TA-2 and TA-3 in their own discipline, reviewing these annually. Responsible for TA-2 and TA-3 assessments for candidates in own discipline - approving TA levels for individual engineers following interview.
TA2
Experienced engineers with the competence to address most situations within their discipline and able to act as a delegate to the TA1 if required; provided competency and experience are commensurate and also appropriate experience and knowledge of cross-discipline issues. If delegated by TA1, approve and assess TA-3 for own discipline. Have the competence and authority to sign off Decisions and Deliverables within their discipline (including cross-discipline content) as authorised by the TA1.
TA-3
Team Leaders
Engineer with specialised but yet incomplete skills in one or more areas of the discipline. Competent to sign-off Controls with a single-discipline content. Responsible for proposing candidates for new Technical Authority levels to the relevant CFDH.
Line Supervisors
Responsible for the development of individual staff within their teams.
System Custodian – DCAF Manager
Responsible for registering/updating the DAM following approval by the line and relevant CFDH TA1s (for TA-2 and TA-3).

The TA System has been developed and implemented to ensure that all critical decisions and deliverables are assured by personnel with the correct level of competency and experience. The TA System shall apply to all Functional Directorates within PDO who are associated with projects, facilities and operations management (both surface and subsurface). Assurance shall be achieved by making individual engineers clearly accountable in the review and approval process. Individual competencies of the respective engineers and their ability to make sound technical judgements and decisions are considered and the appropriate level of authority granted by the Del TA0 or TA1. The authority granted enables individual TA’s to approve deliverables and deviations to approved Company Standards (dependant on authority level).
3.1
Individual Technical Authorities Disciplines Heads (TA1’s) within the individual Functions are responsible for ensuring that sufficient personnel at TA2 and TA3 level are available for quality control and to assure the decisions and deliverables in their disciplines. Each TA will have a ‘core’ discipline, but may have other competencies which enable them to assist in other disciplines. The ‘core discipline’ will be the one in which their ‘primary’ Technical Authority level of approval will be granted, but they may have lesser approval limits granted in their other competencies i.e. engineers who attain competencies in other disciplines, in addition to their base discipline, may be granted a TA level in the additional disciplines subject to the normal approval process. Example: Project engineers who, while working primarily in a project management capacity may also have competencies in their 'core' technical discipline such as 'Pipelines' or 'Process'. However, it is anticipated that the discipline competence of an engineer who works outside his core discipline may be gradually eroded with time, and the Discipline TA1 will require to be satisfied that the individual continues to be suitably competent. The status of engineers with any additional technical authorities shall therefore be reviewed each year by the respective CFDH TA1 as part of the annual review of Technical Authorities.

Below the TD the Authority to nominate TA1’s has been delegated to the Functional Directors1. The Functional Directors will nominate the Discipline TA1’s. Team Leads will nominate the discipline TA2’s and TA3’s. TA2’s (where authority is approved) may also assess and nominate TA3 authorities. A TA proposal, together with any supporting documentation, shall be provided to the respective TA1. Supporting documentation will include:
Completed proposal form.
Completion of Competency mapping (CBD/CBA, validated by line and/or function).
CV review.
Copy of required (validated) qualifications and training records.
Interview (including awareness and Knowledge of PDO Policies, Standards, Specifications etc).
Following a formal interview and approval by the appropriate TA1, the Appointment Form shall then be sent to UEQ2 for registering in DCAF (DAM) System. Records are also to be kept in Live Link.
3.3
Updating of Authority Levels A review of TA levels shall be carried out annually by the TA1s on a company-wide basis, but ad-hoc updates and changes can be proposed at any time.
3.4
System Custodian Documentation for the TA system shall be maintained by the DCAF Manager UEQ/2, the system Custodian, under the control of UEQ, Head of Quality Management. The custodian shall receive approved proposals and register them in DCAF (DAM) System. In addition he maintains the records in Live Link.
3.5
Relationship to Development Schemes Figure 1 illustrates the relationship between staff development schemes and the Technical Authority System.

technical authority levels. The minimum requirement for granting technical authority based on CBD will require verification of the individual’s self assessment through an interview involving the individual, their line supervisor and the relevant TA1. The Discipline Competence Requirements for each discipline under a Function will be described in detail in the Job Competency Profiles (JCP). However it shall be noted that: -
Acquiring certain TA level is linked to the Technical Competencies in JCP.

Acquiring certain TA level does not guarantee staff progression to higher job level(s) e.g. acquiring TA-2 does not guarantee staff being progressed from Job Group 4 to 3 or from Job Group 3 to 2.
It shall be expected that young engineers who have completed a substantial portion of GDP Progress Checks with satisfactory performance shall be ready to receive TA-3 in one or more discipline areas. TA-2 would normally be granted following the completion of GDP and a further period spent gaining experience in a responsible position. NOTE: The above may vary between disciplines (e.g. project engineering including multidiscipline management skills will typically require a longer period before TA2 level can be attained).
3.6
Discipline Competence Competency Profiles are detailed in Sapphire. Competency Based Assessment (CBA) is conducted by TA1’s to ensure that individual’s competency is in line with job profile and authority level allocated. This should not infer a direct link between authority level and JCP- Job Group (JG). Function

Relationship with other Professional Qualifications It is the Policy of PDO (where applicable) to support engineers wishing to become members of professional bodies such as the Institution of Mechanical Engineers, Civil Engineers, Electrical Engineers, Chemical Engineers, etc. NOTE: The range of academic qualifications held by both Omani and expatriate engineers makes it impractical to use external accreditation as a basis for granting TA levels. Nevertheless it may be useful to relate the TA levels 2 and 3 to Full and Associate Membership of professional institutions, particularly when assessing candidates who have completed their engineering development outside PDO. The key distinction between TA levels and levels of professional accreditation is that TA levels are specific to individual areas of PDO’s business and professional qualifications are rather broad. For example a Full Member of the UK Institute of Mechanical Engineers (MIMechE) may be sufficiently skilled to qualify for TA-2 either in static equipment, rotating equipment or pipeline engineering but almost certainly not all these areas i.e. either not all.
3.8
Settlement of Disputes (Escalation Process) A dispute between a TA2 / 3 and a team leader (i.e. in the Project) will either be resolved inside the Project, or escalated as an “issue” between the respective Discipline and Project. Issues between a TA1 and the Project and Inter-Disciplines TA disputes shall be resolved by the nominated delegated Functional TA0, and if no resolution can be achieved then escalated to the TA0 for resolving.

Figure 2 shows the Process Flow for Approving TA Levels. 1. Technical Authority shall be initiated when there is a requirement. This requirement can come from a Project or Operations need or a vacancy left by the departure of personnel, requiring the replacement to be able to perform approvals to an appropriate technical level. 2. CFDH’s, SPM’s, CFDP’s and Line managers shall be charged with the task of developing personnel to ensure that sufficient qualified TA's are available. These personnel shall be nominated as required and authorised as per this specification. 3. A Proposal Form shall be obtained from the PDO Intranet i.e. DCAF Tool and completed by the nominated candidate.2 4. On completion the candidate shall submit the Proposal Form 3 to Line Manager, Department Manager or Operations Manager / Team Leader (dependent on who shall endorse the proposal). 5. The nominated endorser may defer or reject the proposal, in which case another suitable candidate shall be nominated to ensure that critical decisions and deliverables are reviewed and approved by appropriately qualified and experienced PDO engineers. If endorsed the Proposal Form shall be submitted to appropriate TA1 for approval. Before the Candidate is approved he/she shall be interviewed formally by the TA1 to ensure that he/she are technically able to undertake the requirements of TA level being applied for. 6. The completed and signed Appointment Letter (hard copy) shall be scanned and forwarded to DCAF System Custodian (UEQ2) for registration in DCAF Tool (DAM). An electronic copy is to be uploaded in Live Link.

Proposed TA Assessment in PDO including Shell new process The Engineering & Operations CFDHs propose to use the Shell GDHs to carry out formal assessments of the TA1s and the sidekicks. The assessment consists of completing successfully 4 modules on Shell Open University and 2 formal interview / assessments. Shell will also train the PDO TA1s to be able to assess the TA2s following the same assessment process. The formal appointment of the TA1s remains with PDOs Del TA0 (Functional Directors). The requirements for discipline and process engineering TAs to obtain the Technical Assurance certification: 1. All TA1s, TA2s and TA3s will have to pass the Shell 4 knowledge tests prior to the assessments: a. DCAF knowledge test b. DEM1/DEM2 knowledge test c.
Technical Standards and EFA Application & Feedback (Shell Value Chain) knowledge test
d. ALARP knowledge test 2. All TA1s and TA2s will need to pass the DCAF Application Assessment (structured interview).

3. All TA1s, TA2s and TA3s will need to pass the Technical Competence Assessment (structured interview).
Re-certification The TA certification expiry date is 4 years. For TAs still in the same TA role after 4 years, re-certification is required. For TA1s and TA2s, recertification will consist of the following elements:
Retake DCAF knowledge assessment to make sure the TA has up to date knowledge of DCAF.
A re-confirmation will be done by the Global Discipline Head/Del TA0 for TA1s or appointing TA1 for TA2s on the basis of: demonstrated performance and successful assessment. For TA3s, recertification will consist of the following elements:
Retake DCAF knowledge assessment to make sure the TA has up to date knowledge of DCAF.
Transition to New Requirements UEOD decided to adopt and implement the Shell new TA assessment process. TA1 Assessment should be completed for UEOD Function before the re-assessment of TA2/TA3 following the Shell TA process and will be assessed by the trained TA1s. All other TAs registered in the Discipline Authorities Manual (DAM) will be re-assessed as if they are in their first TA role.
NOTE: The Job Competency Profiles are available to all engineers in Sapphire for all disciplines. The Line Supervisor or Discipline TA1 will advise the candidate on what competencies are required to attain for TA Levels 2 and 3. Discipline Control Assurance Framework (DCAF)

DCAF provides a listing of all business critical decision and deliverables required to be formally quality assured and controlled/endorsed. It matches the identified deliverables to individuals with the correct Technical Authority level. Other controls and deliverables not listed in DCAF which require TA review/endorsement shall be identified per discipline.
4.1
Discipline Authority Manual The Discipline Authority Manual (DAM) is a register of all Technical Authority Level holders and is managed and maintained for all Disciplines centrally by an appointed custodian (UEQ/2). The Manual will be updated at least annually, or when changes occur, by the TA1, who will inform UEQ2 of any changes. The manual registers four levels of authority (TA0, TA1, TA2 and TA3). The current registered TA0 and TA1 authority level are as follows:

Herewith I appoint the following staff to Technical Authority 1, (TA1): The above named is appointed as Technical Authority Level-1 in his/her discipline with immediate effect.. is fully authorized and expected to undertake the CFDH role for as stipulated within the Discipline Control and Assurance Framework (DCAF) and the Technical Authority System (SP-2061). In addition, has been assessed against a standardised Shell Technical Authority assessment on and has performed successfully in the Assessment.
This Technical Authority appointment is valid for a period of 4 years from the above date, assuming that has remained active in the discipline and has not been re-assigned to a different role within PDO or elsewhere. Prior to the end of the 4 year term, will be re-assessed in accordance with the applicable process at that time to confirm suitability to continue as CFDH TA1 role.
